If any such association shall neglect or refuse to render to the commissioner of agriculture, markets, and food any report required by him under the provisions of RSA 301:39, the charter of such association shall be liable to forfeiture, and it shall be the duty of the commissioner of agriculture, markets, and food to enforce such forfeiture by appropriate proceedings.
