I.The commissioner shall develop a multi-media education program on safety in the workplace, which shall be used to educate persons providing or receiving workers' compensation benefits regarding their rights, duties and responsibilities under this chapter.
II.The commissioner shall also publish and distribute a manual, which shall be approved by the advisory council. Such manual shall be written in informal and readily understandable language and shall contain an explanation of workers' compensation benefits, procedures regarding disputes, relevant rules, and such other information that the commissioner determines will inform employees, employers, insurance carriers, and those providing services pursuant to RSA 281-A of their rights, duties and responsibilities under this chapter.
