Text

Upon the failure of the commissioner in any case to secure a reference to said board of arbitration, he shall request a sworn statement from each party to the dispute of the facts upon which their dispute and their reasons for not submitting the same to arbitration are based. Any statement made to the commissioner under this provision shall be for public use, and shall be given publicity in such newspapers as desire to use it.
