If any owner of land over which the road is located, or stockholders of the corporation holding 1/10 of its capital stock, are dissatisfied with the location, they may, at any time before damages are assessed, apply by petition to the department of transportation for a change of the same and the department of transportation shall give notice to the corporation and all others interested by publication, and, after due hearing and examination, shall require such change in the location as the public good may require.
