If the Director of Water, Energy, and Environment determines from the study conducted pursuant to section 46-722 that one or more sources of contamination are not point sources and if a management area, a purpose of which is protection of water quality, has been established which includes the affected area, the director shall consider whether to require the district which established the management area to adopt an action plan as provided in sections 46-725 to 46-729 . If the director determines that one or more of the sources are not point sources and if such a management area has not been established or does not include all the affected area, he or she shall, within thirty days after completion of the report required by section 46-722 , consult with the district within whose bounda
