The board shall have power on behalf of the district:

(1)To have perpetual succession, except that all districts organized prior to January 1, 1950, which have not entered into a bona fide construction of their works shall, within fifteen years following January 1, 1961, cause to be submitted to the qualified electors of the district the following question: Shall the district be continued for an additional fifteen years? .... Yes .... No The election shall be held in the same manner set out in section 46-564 relating to submission to qualified electors for the approval of bonded indebtedness. In the event a majority of the qualified voters voting in such election vote yes, then such district shall be continued for an additional fifteen years. For all districts organized after January 1,
