The district office shall keep a complete record of all the proceedings taken in the matter of
making any improvements under this chapter. The record must include all reports and
confirmations, all petitions, orders, notices and proofs of publication, and resolutions of the
board. The record, a certified transcript of the record, or the original papers, proofs of
publications, orders, or resolutions on file in the office must be admitted in evidence in any court
or place in this state without further proof as evidence of the facts in those documents.
