After a special improvement district has been created, the board, if it deems it necessary to
make any of the improvements set out in section 61-35-48 in the manner provided in this
chapter, shall direct the engineer for the district, or some other competent engineer, to prepare a
report as to the general nature, purpose, and feasibility of the proposed improvement. The
engineer shall prepare profiles, plans, and specifications of the proposed project and estimates
of the total cost. The estimate of costs prepared by the engineer must include acquisition of right
of way and must be in sufficient detail to allow the board to determine the probable share of the
total costs that will be assessed against each of the affected landowners in the proposed
assessment district.
