For an improvement project under section 61-35-48 and defraying the cost of the project by
special assessments, a district may create water districts, sewer districts, and water and sewer
districts, and may extend any such district when necessary. The appropriate special
improvement district must be created by resolution. The district must be designated by a name
appropriate to the type of improvement for which it is created and by a number distinguishing it
from other improvement districts. Nothing in this chapter prevents a district from making and
financing any improvement and levying special assessments for the improvement under any
