Text
After a special improvement district has been created, the board, if the board determines it
necessary to make any of the improvement set out in section 61-24.8-05 in the manner provided
in this chapter, shall direct the engineer for the district, or another registered professional
engineer, to prepare a report as to the general nature, purpose, and feasibility of the proposed
improvement. The engineer shall prepare profiles, plans, and specifications of the proposed
project and estimates of the total cost. The estimate of costs prepared by the engineer must
include acquisition of right of way and other costs specified in section 61-24.8-19 and must be in
sufficient detail to allow the board to determine the probable share of the total costs that will be
assessed against each of the affect
