to assist board - Employment of counsel and engineers.
The attorney general shall act as the legal adviser of the board to the extent the duties of
the attorney general permit. The department of water resources shall furnish engineering
services and assistance to the extent the duties of the department permit. When the district has
funds available, the board of directors may employ other counsel to advise and represent the
board in the board's proceedings and affairs, and may employ other engineers and engineering
services in connection with the board's work and the affairs of the district.
