If any proceedings for the location, establishment, or construction of any project under the
provisions of this chapter have been, or hereafter shall be, enjoined, vacated, set aside,
declared void, or voluntarily abandoned by the board of flood irrigation in consequence of any
error, irregularity, or want of jurisdiction affecting the validity of such proceedings, and if any
warrants shall have been issued in connection with such invalid or abandoned proceedings, the
board of flood irrigation nevertheless may proceed under the provisions of this chapter to locate,
establish, and construct the project under the name and in the location specified in the invalid or
abandoned proceedings, or under a different name or in a different location. Such new
