Upon the filing of the engineer's report, the board of flood irrigation shall fix a date and
public place for hearing objections to the petition, and the place of such hearing shall be some
point in the vicinity of the proposed improvement, convenient and accessible for the majority of
the landowners affected. At least ten days' notice of such hearing shall be given by publishing
such notice once each week for two successive weeks in the official newspaper in each county
in which the proposed project, or any part thereof, is located, if any is published therein, and if
none is printed in the county then in the official newspaper printed in an adjoining county in the
state. The hearing shall be held at least ten days after the last publication.
