The department of water resources may suspend or revoke a permit if it appears that the permittee no longer has the qualifications necessary for the issuance of an original permit or has violated any provision of this chapter, or any of the rules adopted under it. The department may revise the conditions and limits of a permit if:
1.The permittee is given notice and a reasonable opportunity for a hearing, to be held in
accordance with chapter 28-32.
2.It appears to the department that a modification of the conditions and limits of a permit
is necessary to protect the public's health, safety, welfare, or the environment.
