§ 61-03-13 — Rulemaking authority
The department may adopt rules necessary to carry out the duties of the department. The
department shall amend rules relating to applications for permits to appropriate water, for the
inspection of works, for the issuance of licenses, and for the determination of rights to the use of
water, if required to do so by a vote of the state water commission.
