The state of North Dakota hereby recognizes the provisions of Public Law 89-665, [16 U.S.C. 470 et seq.] approved October 15, 1966, an Act to establish a program for the preservation of additional historic properties throughout the nation, and all acts amendatory and supplementary thereto. The state historical society of North Dakota is hereby authorized and empowered to conduct, coordinate, and carry out the purposes and objectives of this Act of Congress to the extent to which this Act is determined by the state historical board to be beneficial to the state of North Dakota. The state historical society may carry out a comprehensive statewide historic survey in accordance with criteria established by the secretary of the interior for the preservation, acquisition, and development of such
