In this chapter, unless the context or subject matter otherwise requires:
1."Cabinet" means the North Dakota commerce cabinet.
2."Commissioner" means the commissioner of commerce.
3."Department" means the department of commerce.
4."Foundation" means the North Dakota economic development foundation.
