any worthy undertaking, under the following provisions:
1.The transaction is exempt from the provisions of sections 54-01-05.2 and 54-01-05.5.
2.All required legal documents, papers, and instruments in any transaction must be
reviewed and approved as to form and legality by the attorney general.
