responsibility. The administrative rules committee shall review administrative rules adopted under chapter 28-32. The committee shall consider oral and written comments received concerning administrative rules. The committee shall study and review administrative rules and related statutes to determine whether:

1.Administrative agencies are properly implementing legislative purpose and intent.
2.There is dissatisfaction with administrative rules or with statutes relating to administrative rules.
3.There are unclear or ambiguous statutes relating to administrative rules. The committee may make rule change recommendations to the adopting agency and may make recommendations to the legislative management for the amendment or repeal of statutes relating to administrative rules. The committee'
