Text
The total compensation of the appointees and employees of each utility, industry, enterprise,
or business project established, owned, undertaken, administered, or operated by the state,
together with other expenditures for the operation and maintenance thereof, must remain within
the appropriation and earnings lawfully available in each year for such purposes.
