In the management, operation, and control of all utilities, industries, enterprises, and business projects established, owned, undertaken, administered, or operated by the state, and to accomplish the purposes of this chapter, the industrial commission shall:
1.Acquire by purchase, lease, or, subject to chapter 32-15, by exercise of the right of
eminent domain, all necessary property or property rights, and hold and possess or
sell the whole or any part thereof.
2.Construct and reconstruct necessary buildings on the properties acquired.
3.Equip, maintain, repair, and alter any and all properties acquired and the
improvements thereon.
4.Generally use properties acquired and improvements made so as to promote such
utilities, industries, enterprises, and business projects.
