Text
The senate at the beginning and close of each regular session, and at such other times as
may be necessary, shall elect one of its members president pro tempore. The house of
representatives shall elect one of its members as speaker. Such other officers and employees
as are deemed necessary must be elected or appointed by the respective houses.
