voluntary rehabilitation.
A person who moves or discontinues a business or moves other personal property, or
moves from a dwelling as the direct result of a federally assisted building code enforcement
program, or of a program of rehabilitation of buildings conducted pursuant to a governmental
program, is deemed to be a displaced person for the purposes of this chapter.
