When it appears to the attorney general that a person has engaged in, or is engaging in,
any practice declared to be unlawful by this chapter, the attorney general, in enforcing this
chapter, has all powers provided in this chapter or chapter 51-15, and may seek all remedies in
this chapter or chapter 51-15.
