The commissioner of the department or commissioner's designee and the director of the
department of corrections and rehabilitation may amend the interagency agreement entered
under this section which became effective August 1, 2007. The amended agreement must
provide that the department of corrections and rehabilitation shall train, consult, and assist the
department of health and human services with the provision and enforcement of safety and
security procedures at the state hospital for all patients at the state hospital, including those
committed to the state hospital under chapter 25-03.1 or placed at the state hospital for
evaluation or civil commitment and treatment under chapter 25-03.3 and for all staff, visitors,
