A municipality for the purposes of this chapter may formulate a workable program for
utilizing appropriate private and public resources, including those specified in section 40-58-18,
to facilitate the development of industrial or commercial properties, eliminate and prevent the
development or spread of slums and urban blight, encourage needed urban rehabilitation,
provide for the redevelopment of slum and blighted areas, or undertake these activities or other
feasible municipal activities as may be suitably employed to achieve the objectives of the
workable program. The workable program may include provision for:

2.The prevention of the spread of blight into areas of the municipality which are free from

public improvements, by encouraging voluntary rehabilitation and by compelling the
repair and rehabilitation of deteriorated or deteriorating structures; and
4. The clearance and redevelopment of slum areas or portions of those areas.
