Text
Any proceedings instituted under the law as it was at the time of the purchase, erection,
operation, maintenance, enlargement, improvement, or extension of a municipal utility or the
lease thereof from any person, firm, corporation, or limited liability company or the sale or lease
of any such plant, system, or line to any person, firm, corporation, or limited liability company
may be completed under the law as it existed at the time such proceedings were taken.
