office. The executive officer of each municipality, when it shall be found necessary, shall appoint three reputable residents and freeholders of the municipality as members of a commission which shall be known as the special assessment commission. The members appointed to the first special assessment commission in a municipality shall hold office, respectively, for terms designated by the executive officer when the appointments are made, as follows:

1.One member shall hold office until the first meeting of the governing body in April in the first odd-numbered year following that member's appointment.
2.One member shall hold office until the first meeting of the governing body in April in the second odd-numbered year following that member's appointment.
