order.
All funds in the city treasury, except school funds, funds created and set apart for the
payment of interest and principal of the debt of the city, and funds collected on special
assessments, shall be under the control of the governing body of the city and shall be drawn out
when authorized by a vote of the governing body, upon the order of the executive officer
countersigned by the city auditor.
