Text

1.Each county or city has the power to make appropriations in the manner provided by law for making appropriations for the ordinary expenses of such county or city for the payment of expenses of its local emergency management organization.
2.Whenever the federal government or any agency or officer thereof or any person, firm, corporation, or limited liability company offers to the state, or through the state to any county or city thereof, services, equipment, supplies, materials, or funds by way of gift, grant, or loan, for purposes of emergency management, the state, acting through the governor or the emergency management director, or such county or city, acting through its executive officer or governing body, may accept such offer and may authorize any officer of the state, county, or
