Text

1.All areas of the state are within the jurisdiction of and must be served by the division of homeland security and emergency management or by a local or multicounty emergency management organization.
2.Each county shall maintain an emergency management organization that serves the entire county or must be a member of a multicounty emergency management organization that serves more than one county or must be a member of the state regional emergency management program.
3.Each city shall provide an emergency management organization of its own, or it shall participate in the countywide emergency management organization.
