The adjutant general shall create one or more advisory committees to the department of emergency services. An advisory committee may consist of not more than twelve members representing local and state interests in the department. Members must be appointed to four-year staggered terms. An advisory committee shall advise the department regarding collaboration with political subdivisions, and each member of an advisory committee shall report to the local interest each member represents concerning recommendations approved by the committee.
