If the commissioner refuses to issue a license to an applicant, the notice to the applicant as
provided in section 26.1-26-39 must state that the applicant may request a hearing within thirty
days from the date of issuance of the notice. The commissioner shall hold a hearing, if
requested by the applicant, within thirty days of the receipt of the request for a hearing and upon
ten days' written notice to the applicant.
