Text
The department of health and human services may negotiate and enter contracts on behalf
of the state pursuant to article III of the compact and may perform such contracts; provided that
no funds, personnel, facilities, equipment, supplies, or materials shall be pledged, committed, or
used on account of any such contract unless legally available therefor.
