Any public or private agency or organization that provides services to an individual with a
developmental disability in an institution or facility shall post conspicuously in public areas a
summary of the rights that are set out in this chapter. In addition, upon commencement of
services or as soon after commencement as the recipient's condition permits, every recipient
who is eighteen years of age or older, the parents or custodian of all recipients under eighteen
years of age, and the guardian must be given written notice of the rights guaranteed by this
chapter.
