In determining the appropriate standards to be achieved by corrective actions taken or
requested under this chapter to protect public health and welfare and the environment from a
release or threatened release, the department shall consider the planned use of the property
where the release or threatened release is located. This chapter does not limit the authority of
the department to establish environmental standards for remediation of air, soil, or water
pollution pursuant to this title or chapters 61-28 and 61-28.1, or to enforce site-specific
environmental remediation requirements in particular cases.
