The department of health and human services shall educate the public about the human
papilloma virus and the availability of a human papilloma virus vaccine; promote immunization
against the human papilloma virus; and distribute informational material regarding the human
papilloma virus and the human papilloma virus vaccine. The department shall distribute the
informational material through relevant department programs and divisions, including breast and
cervical cancer control programs; immunization programs; family planning programs; and
human immunodeficiency virus and sexually transmitted disease programs. Informational
