The authority to adopt rules for the efficient enforcement of this chapter is hereby vested in
the department. The department is hereby authorized to make the rules adopted under this
chapter conform, insofar as practicable, with those adopted under the federal act. Rules must
conform and be consistent with the provisions of the Uniform Controlled Substances Act. When
adopting any rules under this chapter, the department shall follow the procedures under chapter
28-32.
