Whenever there is doubt as to what officer of a county adopting any form of county
managership shall exercise a power or perform a duty conferred upon or required of the county,
or any officer thereof, by general law, such power shall be exercised or duty performed by such
officer as shall be designated by ordinance or resolution of the board of county commissioners.
