Text

This Article shall be liberally construed to the end that the safety and health of the migrants of this State may be effectuated and protected. The provisions of this Article are severable, and if any provision of this Article is held invalid by a court of competent jurisdiction, the invalidity may not affect other provisions of the Article, which can be given effect without the invalid provision.
