(a)The State Board of Education shall develop model plans which show how to (i) deliver comprehensive extended services;

(ii)effectively use all fiscal resources, including federal funds, and other resources under its control that support the goals of this Part; and (iii) maintain quality program evaluation. The model plans shall be communicated to local units and building-level committees.
