As used in this Article, unless the context requires otherwise:

(1)"Board" means the North Carolina Plant Conservation Board as provided in this Article.
(2)"Commissioner" means the Commissioner of Agriculture.
(3)"Conserve" and "conservation" mean to use, and the use of, all methods and procedures for the purposes of increasing the number of individuals of resident species of plants up to adequate levels to assure their continuity in their ecosystems. These methods and procedures include all activities associated with scientific resource conservation such as research, census, law enforcement, habitat protection, acquisition and maintenance, propagation, and transplantation into unoccupied parts of historic range.
