17-5-204 . Period of application.
(1)This part does not apply to or affect any action or appeal instituted on or before the date to which it has most recently been extended, in which the validity of any such proceeding or of any such bonds is at issue.
(2)The application of this part may be extended by act of the legislature to any date provided therein.
