7-12-4177 . Notice of resolution for tax levy -- protest and hearing.

(1)A notice signed by the city clerk, stating that the resolution levying the special assessment to defray the cost of the improvements is on file in the city clerk's office and subject to inspection, must be:
(a)published as provided in 7-1-4127 ;
(b)mailed to the owner of each lot, tract, or parcel of land to be assessed. The lands must be identified and the mailing address determined from the last-completed assessment roll for state, county, and school district taxes.
(c)mailed to all other persons known to the clerk to have an ownership interest in the property.
(2)The notice must state the time and place at which objections to the final adoption of the resolution will be heard by the council. The time for the h
