The Kansas-Missouri Air Quality Compact is hereby entered into and enacted into law with the state of Kansas, in the form substantially as follows: KANSAS-MISSOURI AIR QUALITY COMPACT ARTICLE I.  SHORT TITLE 1.1. This act shall be known and may be cited as the Kansas-Missouri Air Quality Compact. ARTICLE II.  DEFINITIONS 2.1. "Signatory state" shall mean a state party to this compact. 2.2. "Air pollution" shall mean the presence in the ambient air of one or more air contaminants in quantities, of characteristics and of a duration which directly and proximately cause or contribute to injury to human, animal or plant life or health or to property or which unreasonably interfere with the enjoyment of life or use of property. 2.3.
