Text
In all collateral actions or proceedings the orders and decisions of the division which have become final shall be conclusive, and shall be admissible as evidence of the facts found and the determination made by the division in all subsequent actions or proceedings to enforce the decision of the division, whether by penalty, forfeiture, mandamus, injunctive relief or otherwise.
