1.  The department of economic development may directly contract with regional, not-for-profit organizations to work with regional offices of the department and with businesses located within respective regions to help with the selection of team members and in the selection of consultants to perform feasibility studies and productivity assessments. 2.  The following factors shall be considered by a business extension service team in determining whether or not to recommend the provision of a productivity assessment or feasibility study to a business:

(1)The potential viability of the business;
(2)The commitment of management and labor to jointly participate in a productivity improvement program; and
(3)The potential for job retention and advancement of the business's existing empl
