Text

No person convicted in the circuit court of the city of St. Louis of a misdemeanor under the laws of this state, and sentenced to the payment of a fine, and the costs therein accrued, shall be allowed to avail himself of the provisions of any law for the relief of insolvents confined on criminal process.
