Whenever it appears to the court that any protectee, having a conservator in this state, is not a resident of this state, and has a guardian, conservator, committee or curator in another state, who has a bond adequate to protect the estate, the court may authorize or compel the conservator of such protectee to deliver over to the foreign guardian, conservator, committee or curator all the property of which he may have the custody, belonging to the protectee, and make a full and perfect settlement of his conservatorship with the foreign guardian, conservator, committee or curator.  Before the court makes any order under this section, notice of the application therefor shall be given the resident conservator and after hearing the court may grant or refuse the order in accordance with the bes
