1.As used in this section, the term "alternative fuel" shall have the same meaning as in section 414.400 .
2.There is hereby created the "Missouri Alternative Fuels Commission" composed of nine members, including two members of the senate of different political parties appointed by the president pro tem of the senate, two members of the house of representatives of different political parties appointed by the speaker of the house, and five other persons appointed by the governor, with the advice and consent of the senate.  The members appointed by the governor shall be persons engaged in industries that produce alternative fuels, wholesale alternative fuels, or retail alternative fuels, and no more than two of such members shall represent an alternative fuel producer, retailer, or whol
